Personality:
At an early age, Tseng was taught to sacrifice everything and complete the mission at all costs and, only if the circumstances are right, can he do what he wants to do. In most cases, Tseng comes down on the side of the former. This is seen when the Turks are given the order to drop the plate on Sector 7.
When asked if he truly believes this, his answer is "Does it matter?" Tseng has this conversation with his subordinates this after they follow through with the plan and execute the plate drop, after ordering Reno and Rude to handle the pillar while he takes Aerith, who has been a part of his life since she was a child, hostage to deliver back to Shinra. It's obvious seeing his interactions with Aerith years earlier that he cares about her, but his mission was to secure the Ancient and he saw the opportunity to finally do this, despite how much he may have cared for the girl. In the original game, Tseng slaps Aerith as he's taking her hostage, however this detail was removed from the remake.
Tseng is devoted to both his job and to the people he truly cares about. Outside of his devotion to his job, prioritizing the mission above anything else, and his devotion to Rufus Shinra, this same level of care and concern can be seen in his relationship with Zack. Putting his emotions and his heart above his mission, he gives his Turks a different mission, one that is not to capture Zack and hand him over as they have been ordered to by Shinra, but a mission Tseng has decided on his own: Find Zack, bring him somewhere safe, and keep him alive at all costs.
Having been a member of the Turks since he was a teenager, Tseng has been trained to be a leader. Being second in command for many years, succeeding Veld is something he takes seriously. And, unfortunately for Tseng, his first mission given to him by President Shinra as leader being to find Veld and kill him. Years later, we see Tseng having fully embraced his role of leader of the Turks. Seen piloting a chopper of his own during the attack on the pillar, Tseng is giving orders to Reno and Rude when he spots Aerith down in the Sector Seven slums. He radios the other two to tell them “you can take it from here,” going off to take care of Aerith himself. However, if she hadn’t been spotted at that exact moment, Tseng would have been at the pillar. If he’d seen any flicker of doubt in either of his Turks, he would have been the one to press the button that ultimately drops the plate. Tseng has never shied away from the nasty things he expects from his subordinates, and he would have pushed that button a hundred times over if it would have spared Reno and Rude the quandary they’re thrown into after the plate falls. Despite signing paperwork, Tseng is attuned to the state both of his Turks are in. He's delicate when he speaks to Reno, choosing his words carefully and suggesting to Reno that he's due for a little R&R. In his next breath, he draws their anger and frustration over the orders they carried out away from themselves and on to him, shouldering the burden that they're so clearly struggling with.
It's also worth noting that Tseng is very particular about the way he dresses, sparing no expense when it comes to the suit he wears. It's pointed out that the way the buttons on his suit jacket overlap requires a high degree of skill, indicating that his suits are likely custom-tailored for him.
Abilities & Inventory:
Tseng is a skilled fighter/trained assassin, though he's bound by what any typical human is capable of without the use of materia. He can also pilot a helicopter.
He'll be arriving with his handgun, his Turk uniform (aka his bespoke suit), and a small selection of materia (if possible).
Suitability & Plans:
I'd love to see Tseng in something that is so incredibly outside of his element. We see him in a capacity that he has worked toward and trained for, a land he is extremely familiar with, and completely in his element as the leader of the Turks and Rufus's right hand man. Putting him in a setting that is quite the opposite would disarm him, especially given the familiar faces present in Reverein. Along with just the setting, I'd like to see new relationships built and others repaired, though that will take a lot of work on his part - building trust when there has been none is difficult and will be a huge undertaking. There is so much he wasn't able to do in his own world due to his duties, and Reverein would open up new opportunities to grow and develop past what he is known for in his own world.
